

Description
Like other Parking Authorities throughout the
state, the Jersey City Parking Authority (JCPA) was created in
1949, pursuant to NJSA 40:11A-1, the “Parking Authority Law”
which was passed by the state legislature in 1948. The purpose
of these authorities was to address what the state legislature
at the time deemed a “crisis” affecting the quality of life and
value of property in urban areas.
The responsibilities of the JCPA include:
Parking enforcement
Enforcement of Title 39 violations and Jersey City
municipal ordinances including but not limited to ticketing and
booting for street sweeping, parking meters, fire hydrants, bus
stops, handicapped spaces, prohibited areas, commercial vehicles
after 9 PM

Post “No Parking” signs, relocate vehicles, other enforcement
Construction detail
Post “No Parking” signs, relocate vehicles, other
enforcement
Towing
Scofflaws and abandoned vehicles
Parades
Participate in parades (scooters) and assist with
enforcement
Assist OEM
During city emergencies such as snow removal and
flooding
Meters
Installation and maintenance of parking meters, daily meter
collections
Parking lots
Cleaning and maintenance of JCPA lots
Driveway and street painting
Verify valid curb cuts, paint "No Parking" on driveway;
paint curbs in Tandem permit areas
Zone permits
Issuance and enforcement of zone permits
Tandem permits/Municipal Lot permits
Issuance and enforcement of Tandem permit parking and JCPA
lot permits
Security
Provide security at municipal courthouse parking lot.
